In an interview with The Hollywood Reporter, showrunner Dave Andron revealed Goggins' return was planned early in the development of the series but would not say that it was done intentionally to set up future installments of "Justified."

Because despite the work of a number of the old “Justified” crew, including the writer-producers Dave Andron and Michael Dinner, and an accomplished new cast, “City Primeval” — though handsomely filmed, well acted and ample in its emotions and its violent action — feels, ultimately, like a simulacrum.

“Justified” writers and producers like Dave Andron, Michael Dinner, Walter Mosley and Graham Yost have joined Olyphant in the new project.

Executive producer Dave Andron said Idris was more than up to the task of taking a leadership role on the series: “He had the chops and he’s so naturally talented. It’s astounding what he brought to the show. I’m so incredibly proud of him, and he’s just getting started.”
