A narrowly divided Santa Monica City Council voted this week to remove a section of its anti-camping ordinance that allowed people experiencing homelessness to use pillows, blankets and bedrolls while sleeping outdoors.

To help define and identify people who are camping illegally, the proposed amendments would add sleeping bags and bedrolls to the list of items prohibited in public areas.

The revised ordinance would also prohibit the city’s unsheltered residents from using blankets, pillows and bedrolls while sleeping outside, exemptions that were added in 2022 to comply with a court of appeals ruling.
