Rick Cole, a Pasadena City Council member and its former mayor, a former L.A. deputy mayor, and a former Santa Monica city manager, once remarked that “Los Angeles is not designed to work.”

Under the new law, the city manager may dismiss a citation upon the offender’s completion of a diversion program.

Joshua Nelson, city manager with the City of Industry, said the town was helping coordinate cleanup efforts with the owners of the property and the Sheriff’s Department.

Storm runoff from coastal cities can pollute bays and the ocean, but city managers argued they should not be held responsible for ocean pollution unless it came from their wastewater treatment plants.

“Throughout this ridiculously long process our city manager and staff have been working diligently doing all of the required testing, remediation and planning alongside these environmental agencies.”
