Two female deputies arrived to find Mohd F. Hijaz, 32, seated on a curb near a bush, unarmed, according to the family’s complaint.

According to the Sheriff’s Department, a man later identified as Mohd Hijaz, 32, was found sitting in a bush screaming unintelligible words as deputies arrived on scene.

Kheibar refers to an ancient Jewish oasis in the Arabian Peninsula's Hijaz region that was overrun by Muslim warriors in the 7th century.
