Lili Trujillo Puckett, founder and executive director of Street Racing Kills and member of the County’s Street Takeover Reduction Group, thanked Mitchell for introducing the motion.

Shi Lili, 69, whose granddaughter is accompanying her, says the travelling spirit of her youth has been rekindled: "When I was young I really liked exploring other places by myself. Now I'm older, I have my family who can go with me."

Lili, who is also now aged four, was born 16 weeks early and weighted just 1lb 6oz.

Lili's dad, Mark, said: "Every time we look at Lili and think about how lucky we are that she has come on the way she has we just hope they can do that for more people and for babies born even earlier, potentially."

Lili, who works in the cafe, said many customers had welcomed the change.
