The complaint says that Christopher Hood, of Newburyport, Massachusetts, led a group of NSC-131 members stood outside the Teatotaller Café for more than an hour on June 18 shouting homophobic slurs, chanting loudly and saluting in a fashion reminiscent of Nazi Germany.

The complaint filed Thursday against NSC-131 and two of its leaders, Christopher Hood of Newburyport and Liam McNeil of Waltham, accuses the group of engaging “in violent, threatening, and intimidating conduct that violated state civil rights laws and unlawfully interfered with public safety.”

The May explosion at the Seqens plant in Newburyport, Massachusetts, killed Jack O’Keefe, 62, of Methuen.

Newburyport Mayor Sean Reardon said it was “very saddening to see that this incident was preventable.”

Newburyport Deputy Fire Chief Barry Salt told reporters Friday that work was underway to contain barrels of chemicals in the building to make it safe to access.
